The Department of Homeland Security was established in response to the events of September 11, 2001, under the administration of President George W. Bush. Its creation was a significant shift in how the U.S. approached national security, focusing specifically on the protection of the homeland from terrorist attacks, natural disasters, and other emergencies. The formation of this department consolidated various federal agencies, such as the Customs Service and the Secret Service, into a single entity designed to improve coordination and efficiency in managing security threats within the country.

In contrast, while the Department of Justice, Department of Defense, and Department of State all play crucial roles in national security, they were not specifically created by Bush in response to these events. The Department of Justice focuses on enforcing laws and ensuring public safety, the Department of Defense is devoted to military operations and national defense on a global scale, and the Department of State handles diplomacy and international relations. However, none of these departments were established directly in response to the specific need for a focused effort on domestic security as was the case with the Department of Homeland Security.
